Thousands of student-loan borrowers are still waiting for relief under the Sweet v. Cardona settlement.
The Justice Department said the delays could be a result of complex loan histories that take time for servicers to process.
President Joe Biden's Justice Department has some reasons why the process has been so delayed.
"Receiving settlement relief in a timely and predictable manner is a matter of urgency for Class Members," the letter said.
It also said in a recent report that it "will continue to work on improving that process and on verifying the status of Class Members' relief."
